Modelled at the network’s discretion, the average per hub indicates the amount of funds distributed to network hubs participating in this event. It is used to estimate how much of the event budget remains for other network-level allocations.

Typically, these funds have been used as implementation budget within one overarching distributed programme, along with delegating organising mandates to each region.
