Milestone 1 — ADA 7,000
The first milestone covers the design and governance infrastructure of the project. Nothing in the research is irreversible at this stage; the budget is used for team time in research design, not for field commitments. The Kickoff Report confirms that the team, the CPC, and the project structure are aligned before any significant resource is deployed. The Research Design Document — particularly the RARF criteria, the candidate region list, and the bias control protocols — must be reviewed and approved by the CPC before Phase 2 begins. This checkpoint prevents misaligned fieldwork from proceeding at scale.
The ethics brief, also required for M1 completion, establishes the consent management, data classification, and respondent protection protocols before any primary research interaction occurs. This is not procedural overhead — it is a substantive protection for participants in public-sector and community contexts.
