12. Infrastructure Prerequisite Plan

12.1 Purpose

The infrastructure prerequisite assessment answers a question that is often overlooked in market-entry analysis: not whether the use case is viable in theory, but whether the conditions for execution are in place in practice. An entry play that depends on prerequisites that are missing, uncertain, or dependent on another workstream should not be recommended for immediate resource deployment, regardless of how compelling the theoretical opportunity appears.

12.2 Prerequisite Categories

Each regional entry playbook will include a prerequisite status matrix classifying the following items as Met, Partially Met, Unmet, Unknown, or Dependent on Another Workstream:

Prerequisite CategoryAssessment CriteriaDependency Route if Unmet
Stablecoin availability and liquidityPresence of a stable-value instrument with sufficient liquidity for the use case transaction volumeRFP 03 — Stablecoin Liquidity workstream
Local off-ramp accessAbility for users or institutions to convert on-chain value to local fiat currencyRFP 03 / RFP 08 — Delivery Partner network
Wallet UX and account abstractionWhether non-technical users can access the solution without requiring crypto-native knowledgeProduct workstream / UX development
Mobile-first or offline capabilityWhether the solution can operate on basic mobile devices with intermittent connectivityTechnical product requirements
Privacy and selective disclosureWhether the use case requires privacy primitives not currently available or requires further developmentTechnical roadmap / RFP 06
Identity and KYC infrastructureWhether identity verification requirements can be met within the local regulatory frameworkLocal regulatory pathway / identity partner
Local delivery partner capacityWhether an implementer capable of building, deploying, and supporting the solution exists in the regionRFP 08 — Enterprise Delivery Partner Network
Compliance artifacts and SLA documentationWhether the necessary compliance documentation and service level agreements exist for the institutional or public-sector contextRFP 06 — Enterprise and RWA Readiness Assessment
