Cardano Adoption Signal Standard (CASS)
Cardano Adoption Signal Standard (CASS): A four-tier classification of adoption signals — from verified adoption through strong signals, moderate signals, and weak signals — designed to prevent ecosystem resources from being allocated against cosmetic engagement. CASS directly addresses one of the CPC’s explicit concerns: the risk of confusing event attendance, letters of intent, or conference participation with genuine adoption momentum.
The CASS framework defines four tiers of adoption signal, directly addressing the RFP’s requirement to distinguish meaningful adoption from cosmetic activity:
| Signal Tier | Evidence Required | Resource Implication |
|---|---|---|
| Tier 1 — Verified Adoption | Production deployment; recurring usage; documented workflow integration; measurable economic benefit to end users; institutional dependency on the system | Full ecosystem investment justified |
| Tier 2 — Strong Signal | Signed pilot agreement with named implementation owner; funded implementation plan; active local delivery partner with commitment; regulator or procurement pathway identified | Pilot investment and partner engagement justified |
| Tier 3 — Moderate Signal | Working group or joint committee formed; pilot design underway with budget allocation; regulatory pathway under active review; delivery partner in advanced discussions | Conditional investment: further diligence required before resource commitment |
| Tier 4 — Weak Signal | Event attendance; letters of intent without implementation owner; informal government interest; conference panels; social media engagement; community enthusiasm without institutional validation | No material resource deployment justified. Monitoring only |
The CASS classification will be applied to every adoption signal identified during the research. Where a signal has been cited in prior Cardano community discussions, the CASS classification will be stated explicitly — including where prior community reporting has overstated the significance of a signal.
