6.5 Primary Research Design

Primary research is required by the RFP and is non-negotiable in this methodology. Desk research alone cannot answer the counterparty accessibility, delivery capacity, and genuine adoption signal questions that the RFP demands.

Primary research will include:

  • Structured interviews with public-sector stakeholders or former public-sector officials in priority regions (approximately 6–10 respondents)

  • Interviews with regulators, policy experts, local counsel, or compliance professionals (approximately 4–6 respondents)

  • Interviews with humanitarian organisations, multilaterals, NGOs, and implementation intermediaries (approximately 4–6 respondents)

  • Interviews with local technology providers, system integrators, mobile-money operators, banks, agricultural networks, universities, and civic organisations (approximately 8–12 respondents)

  • Interviews and participation through PRISMA’s Cardano-connected hub networks (approximately 6–10 respondents)

  • Expert panels or structured workshops where direct government access is not feasible

Total indicative primary research interactions: 30–45 across three or more regional clusters.

PRISMA will document which respondents were interviewed, referred by another stakeholder, desk-identified, or hypothetical. Confidence levels will be explicitly stated for findings that depend on limited or indirect access.
